What are Emergency Allotment benefits?
The Families First Coronavirus Response Act authorized emergency SNAP benefits because of COVID-19. These are also called Extra food stamps.
EA benefits are part of the Pandemic Supplemental Nutrition Assistance Program, also know as P-SNAP.
The United States Department of Agriculture (USDA) approves requests from states for the extra food stamps benefits on a month-by-month basis.
The USDA approves the requests based on a public health emergency declaration by the Secretary of Health and Human Services under section 319 of the Public Health Service Act related to an outbreak of COVID-19 when a state has also issued an emergency or disaster declaration.

How Much will you get in Extra Food Stamps Benefits?
According to the USDA, The extra food stamps you will receive are the difference between the SNAP household’s maximum benefit for the household size.
However, all households receive extra food stamps of at least $95.
Also, those households currently receiving $95 or more will continue to receive that
same amount. There will be no change in extra benefits for these households.
Additionally, those households receiving the maximum base SNAP benefit for their household size at the current temporary level of 115 percent will receive extra benefits of $95 per month.
Lastly, those households with a calculated extra food stamps benefit amount less than $95 will receive extra benefits totaling $95 per month.

For August 2021, Alabama Extra Food Stamps Benefits will be paid on August 31, 2021. The benefits will be available on September 1, 2021.

schedule with the exception of the benefits for cases with the last name beginning with the
letters A through D.
The A and B regular issuance will occur on 08/01/21. The C and D regular issuance will occur on 08/02/21.
The EA issuance date for these caseloads will be on 08/03/21.

Arkansas
The payment date for Extra Food Stamps in Arkansas has not been released for August 2021.
California

Colorado
For August 2021, Colorado Extra Food Stamps Benefits will be paid from August 2 to August 6, 2021.
The Number of Colorado households that are eligible for benefits for August 2021 is 261,000.
The state will receive $46,200,000 in Extra food stamps emergency allotments for the month.
Connecticut
For August 2021, Connecticut Extra Food Stamps Benefits will be paid on August 17, 2021, and subsequent Fridays until applications are completed.

Indiana
For August 2021, Indiana Extra Food Stamps Benefits will occur on the regular staggered issuance date for all ongoing SNAP households (5th-23rd odd days only).
For newly authorized SNAP households, the EA will be issued on the next day after
authorization.
The Number of Indiana households that are eligible for benefits for August 2021 is 252,270.

Michigan
For August 2021, Michigan Extra Food Stamps Benefits will be paid on the schedule below:
These EA benefits will be issued the day after the scheduled standard issuance date for the remaining
staggered 20-day issuance period.
Michigan will pay the EA allocations for those cases that have already received their August FAP benefit from 8/07/21-8/16/21, staggered over this ten-day period.
A catch up file will be run at the end of the first week of September, to catch up on those cases that were approved after the initial EA issuance.

Minnesota
For August 2021, Minnesota Extra Food Stamps Benefits will be paid on August 10-12, 16-19, 23-26, and 30-31, 2021.

The state will receive $45,000,000 in Extra food stamps emergency allotments for the month.
Mississippi
For August 2021, Mississippi Extra Food Stamps Benefits will be paid on August 3, 2021.

The state will receive $39,500,000 in Extra food stamps emergency allotments for the month.
Missouri
For August 2021, Missouri Extra Food Stamps Benefits will be paid using the schedule below:
August 2021, Missouri will issue Emergency Allotment (EA) benefits with the regular benefit payroll cycle beginning August
1, 2021 through August 22, 2021.
Missouri will not issue any EA benefits for the month of August 2021 before August 1,
2021.
In the event that Missouri’s State of Emergency is lifted before August 1st, Missouri will not issue benefits and will pull
the issuances back from our EBT vendor, FIS.
New recipients will receive their Supplemental EA bring their allotment to the maximum benefit for their household size within 3 days for authorization of regular SNAP benefit allotment.
Ongoing supplemental benefits would be issued with regular payroll cycle issuance.

New Jersey
For August 2021, New Jersey Extra Food Stamps Benefits will be paid on August 1st – 5th, 2021.
Supplemental issuances will be provided on the normal issuance dates.

New Mexico

North Carolina
For August 2021, North Carolina Extra Food Stamps Benefits will be paid on the following schedule:
August supplements will run for 10 days, August 22nd, 23rd, 24th, 25th, 26th, 27th, 28th,
29th, 30th, and 31st.
The Number of North Carolina households that are eligible for benefits for August 2021 is 794,628.
The state will receive $136,848,585 in Extra food stamps emergency allotments for the month.
North Dakota
The payment date for Extra Food Stamps in North Dakota has not been released for August 2021.
Ohio
For August 2021, Ohio Extra Food Stamps Benefits will be paid on the following schedule:
Ohio will not provide August emergency allotments with the regular issuance schedule.
All allotments are expected to be issued on 8/26/21.
EA supplements for households approved after 8/26/21 are issued the day after approval so that the approval notice
reflects the correct ongoing amount.
Then when the supplement is issued the following day the notice indicates it is a supplement for that month only.
The Number of Ohio households that are eligible for benefits for August 2021 is 691,695.
The state will receive $115,329,104 in Extra food stamps emergency allotments for the month.
Oklahoma
For August 2021, Oklahoma Extra Food Stamps Benefits will be paid on the following schedule:
Issuance will be run daily beginning August 10-August 15.
The additional supplements to bring cases up to a $95 minimum supplement will be completed from the 15th to the last day of each month.
The Number of Oklahoma households that are eligible for benefits for August 2021 is 267,645.
The state will receive $46,533,405 in Extra food stamps emergency allotments for the month.
Oregon
For August 2021, Oregon Extra Food Stamps Benefits will be paid on the schedule below:
Current dates slated for August are as follows:
Run #1: 8/10
Run #2: 8/30 (clean-up for any cases added and missed in previous runs)
Run #3: 9/1 (clean-up for any cases added and missed in previous runs)
The Number of Oregon households that are eligible for benefits for August 2021 is 417,600.
The state will receive $65,999,540 in Extra food stamps emergency allotments for the month.
Pennsylvania
For August 2021, Pennsylvania Extra Food Stamps Benefits will be paid from August 17, 18, 19, 20, 21, 24, 25, 26, 27, and 28.
In addition, clean up up issuances on October 8.
Provide exact dates of planned EA issuance for the month or annotate above if the State will
be providing EA benefits in accordance with the State’s regular issuance schedule.

South Carolina
For August 2021, South Carolina Extra Food Stamps Benefits will be paid on the following schedule:
South Carolina will be providing EA benefits for ongoing households according to the State’s
regular SNAP issuance schedule (August 1-19).
In addition, SC will supplement our regular monthly issuance schedule with a daily file (August 1-30) to issue EA benefits to newly approved
cases. If approved, the first August 2021 Emergency Allotment file will go on August 1st for an
availability date of August 2, 2021.
The Number of South Carolina households that are eligible for benefits for August 2021 is 300,444.
The state will receive $51,607,662 in Extra food stamps emergency allotments for the month.
South Dakota
For August 2021, South Dakota Extra Food Stamps Benefits will be paid on the schedule below:
South Dakota issues its EA benefits based on the eligible population from the prior period.
Therefore, any ongoing customers for the month of July will receive the emergency allotment August 22, 2021.
Then, any new applicants during the month of July would receive the emergency allotment on either August 22 or August 31, 2021
depending on their approval date.
July will be South Dakota’s transition month.

Tennessee
For August 2021, Tennessee Extra Food Stamps Benefits will be paid on the schedule below:

Both EA to bring up to the max allotment for household size or an EA of $95.00 whichever is
greater will be issued the day after regular SNAP benefits are issued.

New clients are issued EA the day after the initial SNAP approval. (i.e. SNAP is approved on August 16, 2021, the EA would be issued on
August 17th, and available to the client on the 18th).
Wyoming has not been issuing EA to households that receive zero benefits because their income is
too high and confirms will not in August 2021.
Wyoming has been issuing EA in the first month to households that receive $0 benefits in their first month due to proration and then receive SNAP benefits in subsequent months.
Wyoming confirms this will continue in August.
